The ruling by a panel that included two Trump appointees followed a sharp rebuke of prosecutors by the chief federal judge in Minnesota. District Judge Patrick Schlitz of Minnesota, a George W Bush appointee, provided a strong rebuke of the US Attorney’s case in his response to a petition for mandamus:
